Ok I'm gonna make an attempt to type this without expressing too much anger towards my f*****g neighbors.

My neighbors have owned two very cute puppies for the past 3 years now. One is always kept inside and the other( a shih tzu) is ALWAYS kept outside by the garage. The shih tzu is always tied up, is never groomed, is never walked, is never allowed in the house, is never washed (as he used to have a white coat), is never played with, is never allowed to walk around, and never given any love.

I have always felt sorry for this puppy and now that i have owned my first puppy for a year now, I feel even more sorrow every time I see the shih tzu trying to escape the rain. As some of you may have noticed in the news... Houston has been hit with intense raining and flooding this entire week due to Hurricane Alex. It is very muddy and dirty outside due to all the rain.

Tonight as I walked outside to do laundry, I heard a puppy howling softly. I stopped, put down my laundry and looked across my yard. I noticed the shih tzu tilting its head back howling softly as if it was calling on someone. I just stood there and watched this poor puppy while cursing the neighbors in my mind. After this, I just ran inside and hugged my precious pomeranian/poodle.

I know some of you may be wondering why don't I say anything or do something. The truth is that I am afraid to. My sister a couple of years ago became a victim after she reported her neighbors having sex every night at her apartment complex.

If you own a neglected puppy, I really hope karma comes back and repays you....

    Call the local SPCA
    http://www.houstonspca.org/site/PageServer?pagename=homepage_new&cvridirect=true
you can report them anonymously. I have done it a few times; If the neighbors have a problem, f**k'm.
I hate, hate, hate when people keep pets like this.

    Here's an idea.
Casually say to your neighbors, how cute their dog is, and, if they ever want to get rid of him, let you know, because you'd love to have him.

    Because you're worried about retaliation...
Have a friend over and show him the dog, discreetly. Ask if he'll report it.

I even turned in someone for verbally abusing his dogs. The guy was completely out of control screaming at his two dogs.

I called animal control who visited him to make sure he was aware his treatment of the dogs was important to the city and to offer help in arranging training.

Thats fucking outragious. The dog is absolutely neglected and the howling is but one indication (actually people might think Buddy is neglected as he howls anytime I leave the house...LOL), but seriously, does the dog have ample food and water. I WANT A REPORT!! If he or she isn't fed regularly and is kept in that way you owe it to that dog to get it help. Think how many bystanders allow bad things to happen by doing nothing!

I wouldn't hesitate, but do your homework. When you report this (these) bastards for neglect of their dog, have facts and figures, don't make it an emotional complaint, make it one that has teeth... and that bites their ass!

I’m sorry but how could you not do anything? If you don't you are just as bad as the people that are doing this to him. Grow some fucking balls. I love dogs and rescue abused and unwanted dogs. I have 5 right now. I can not stand when someone sees hurt and abuse and turns their head the other way. I once had a neighbor that had a St Bernard. It was kept in a 12x12 fenced in area. It never received attention, and if it cried he would beat it. I called the SPCA several times but they somehow got a way with it. No one else would speak up so it was my words against his. I searched around and found him a great home. One night I went to his yard and I took him. The people that I gave him to live on over an acre of land. The dog is still there and happy and loved by the whole family. He gets groomed and vitamins, and more important, he is loved. I do not regret doing this at all. Another time I was told about a yorkie that was kept in a dog carrier that is used for taking your dog to the vet or for traveling. The poor dog was kept in this cage most f the day. Its legs were weak. They did this because it was hyper. I walked up to their door and told them that I want the dog. They started giving me a hard time and threatening to call the police. I told them to do me a favor and call. I will press charges on them for abuse, cruelty, etc. I stood strong, not know if I even could. I didn't care. I couldn't leave this dog like that. They finally broke down and said here take the fucking dog. He was a great dog, but he needed all of the attention. After building up his leg strength and get him updated on his shots, I found him an awesome home. He gets all the attention and tons of love. He is a come well behaved dog. I see him once a year. You just can't stand by and hope someone else will get involved. The dogs cannot speak up for themselves. It is up to us.icon_neutral.gif

winstonguy saidYou are a great guy! Also you know you have to do something! The same thing happened to me a few years ago, only it was a collie. I went over one night and took him. No one was the wiser. I gave him to the collie rescue where they find them a home. Try that.

Right on Winstonguy!! I would have taken him already and passed him on to a rescue group.

Do it fast and quick!! Make a plan.

Thanks for telling me to grow some F balls and everything else you mention to put me down.

Yes, I am afraid to do something. Didn't you read the part about my sister complaining about her neighbors having sex every night? She was unable to sleep every night so she reported the neighbors to the landlord. I didn't want to go into much detail about the situation but basically my sister's apartment was broken into and she was assaulted by masked men one and a half week after she spoke with the landlord. At the end, she was unable to correlate and prove those crimes to her neighbors. There is fuckin messed up people out there, and I know nothing about my neighbors. They are always so secluded from everyone else.

Aggieboy you really should do something about this.

You must have a pal of the female type who can make the call for you. She can even tell them that she is NOT a neighbour but sees the dog every day when she visits the building. She can tell the SPCA to advise the pet owner of that.

This is a completely different set of circumstances. If you're worried about retaliation, make an anonymous call to the authorities. Otherwise, stop complaining.

Aggie.. Most of us have no intention of putting you down. You have identified a real issue here. It can be solved. If you didn't want to help, you wouldn't have posted this thread. You have some good suggestions here.
Take the initiative and solve the problem. You have a life that can be made better by you... you taking action.

I can understand your fears, but you really should think to yourself.. what if it were me? Wouldn't you want someone to help if they saw you being abused, robbed, or murdered?

This dog is an innocent victim that is at the mercy of these cruel and thoughtless individuals.

I think meninlove provided an excellent out for you if you are afraid of contacting the ASPCA anonymously, find someone else to do it.

Just please don't allow this dog to continue to suffer.

Here are some resources to help. They provide a lot of information on how the matter should be approached and what you can do anonymously if necessary.

I have dealt with retaliation by neighbors. It sucks but you deal. I am sorry your sister was assaulted but since nothing can be correlated I would not rule out random chance on the timing. Also telling the landlord was not the best idea. the landlord never keeps it anonymous the SPCA will. it could be anyone who reports. Plus the SPCA should do a study prior to talking to the neighbor where they will observe the conditions the dog is kept it.

Grow a pair man. The dog can't help itself. or as others said offer to adopt the puppy

I verbally abuse my dog all the time! Mocking his intelligence (or lack there of). Exposing his female mannerisms. Rather than using his name--Cody--he is often called: Doofuss, Dumb-dumb, Princess, Faggy, etc. Luckily, whenever I do insult him, he wags his tail and gives me kisses--I guess it's the tone I use.icon_razz.gif

As to the OP--call the fuckin ASCAP or Humane Society already!

    Aggieboy,
I am sorry if you think I was putting you down. We have all had really bad experiences. Sometimes you just have to take a chance. You would be amazed how good it makes you feel to do something and to make a difference. I have done a lot of things when it comes to rescuing dogs that have put me in danger, but I would still do it again. Don't get me wrong, I was in a lot of cases afraid, but I couldn't live with myself if I didn't at least try to help. Again, I am sorry if you feel like I am putting you down, but how can you fell good about yourself when you see a dog chained up crying for help and you run in the house and hide.

Another possibility is to report it to a local news agency (TV, cable, newspaper). Sometimes they have reporters who are willing to investigate on their own and allow you to be anonymous in hopes of finding a good story to report.

If you allow your sister's situation to prevent you from taking any action in situations like this, the bullies and criminals of this world will have won. You will be allowing them to continue their criminal behavior unimpeded.
