True only in the sense that doing leg exercises with weights helps boost your metabolism, because a large percentage of your muscle mass is in your legs, so if you use and fatigue them, they will require more fuel, thus increasing calorie burn.
One thing I would NOT do is weighted exercises targeting that area like weighted side bends... until the fat is reduced, building the oblique muscle which is underneath the fat will just create a larger bulge.
