Just be aware that the IT industry is posting quick and hiring quick, so even though you fit the bill, they might pass you over unless you have a local address.
You might want to skip the recruiter route. Most recruiters for IT positions don't know how to present the requirements of their clients and thus affectively rule out candidates otherwise fitting. You'll also get a lot of false positives going through recruiters. I've had more success applying and interviewing directly with the company... although, since a many businesses outsource IT, this isn't always possible. Look for multinational companies that have subsidiaries, SIEMENS for instance. Once you get in you can either transfer to another location (and they might be more willing to cover relocation costs) or you can parlay your position there to a competing company.
