Carb confusion

Can someone explain to me what net carbs are or "impact carbs"...also how fiber comes into play? For example, say I'm eating a high fiber bar that has 38g carbs but 12g of fiber & 9g of sugar. Would this be considered low carb since fiber takes up a big chunk of the carbs? What defines something as "low carb" anyway?

    Thanks so much in advance!

Impact carbs are a marketing way of saying sugar.

Fiber is fiber, and typically doesn't have much caloric content.
