a) No pictures to see if you'd really need it. If you're on the skinny side like i am you're going to get people that tell you to work your body out and get what you can out of doing it the hardway first. When you feel like you've hit your genetic wall.. at that point if you're still considering it do it wisely.
b) Personally, i'd do alot of research.. Dbol will give you the bitch tits. Almost everyone that i've read that's taken it has said they've seen in someway from little to extremely noticable.. Personally for me, i've only been working out for a year and a half. While i feel i've hit my wall genetically (my goal is 185, i started at 135 and i've been at 165 for almost 6 months). I'm eating really well and i literally can not see or fathom stuffing my face more than what i already am. The website animalpak.com was recommended by a bodybuilder that also stated i should look into overtraining. Basically explaining that what i'm doing is fine for now but while taking that suppliment to do heavy weights to only hit 4-6 (6 reps being max). This is what was recommended to me by a guy i trust.
Yet, i'm still extremely and very cautious about taking stuff like that. Protien, creatine and glutamine are the only things i take right now. (aside from jack3d pre)
