Yep, and I think part of that plan definitely needs to include lifting weights. And lots of protein.
I've had so many friends that want to 'tone up' and think they can do it via tons of cardio and nothing else. (never works either) All that's going to do is burn fat AND muscle if you don't lift weights. As GQjock suggested, change will take months at a time so don't be afraid that lifting weights is going to make you 'bulky' cause muscle doesn't come that fast for a vast majority of the people. It takes a lot of built up muscle with low bodyfat to look what most people consider 'tone.' So with a good diet and lifting regimen(maybe higher reps with not as heavy a weight if you're really concerned about building too much size) you should be well on your way IMO.
