The reason being is that penetration is considered a high risk activity in terms of catching HIV, while oral sex is considered low-risk to impossible in terms of catching HIV.

Thus, no condom needed for getting head.

Yea try google, or your local LGBT center. Most of the information that I get is from all the stop aids non profits and research groups, which are in abundance here in San Francisco.

I cant give you a good reason why it doesnt pass (or at least not a very technical one) but it has something to do with the lining of the stomach and mouth. Essentially, you have to have a gaping cut in your mouth for it to pass.

To give an example (as many doctors are dumb and simply say there arent enough cases to study) here in San Francisco, in the early 2000s, they issued a study to find out what the risk was from getting HIV via oral. During the study, they followed around people who only did oral sex here in San Francisco. After 2-3 years, all funding from the study was cut because they found 0 cases of HIV infection from all information collected. 0. Over many men blowing other positive men and swallowing loads.

Thats why there arent any more studies, because UCSF has concluded that it is low risk, right next to no risk.

I completely agree, but still you can catch syphilis or gonorrhea from oral sex, but that is a bit rare too.
