Primary difference is that a fuck bud is without any significant emotional attachment and purely use each other as an outlet for sexual relief. And you can have more than one fuck buddy.

    ^ this

I don't understand why there would be confusion between the two.

Fuck bud: Someone who enjoys having sex with you, serves you breakfast in bed, and leaves shortly after that.
BF: Someone who enjoys having sex with you, bitches at you for not folding the omelet perfectly, and sticks around to make your life a living hell the rest of the day because your fucked up cooking pissed him off and ruined his whole day.

this guy wants to be your boy friend. plain and simple.

if all you want is a FB, it's time for YOU to move on.

I think this guy is actually being straightforward and is willing to adapt to your wishes. I think he just wants to assess the amount of emotion he should invest in the relationship.

FB = non-committal, sometimes physically exclusive, arrangement usually for convenience but with sufficient emotional walls to make it breakable without either party, in theory, feeling hurt.

BF = committed, emotional, physical, and spiritual usually exclusive arrangement where each party determines that the other party is the best one in the market for him. It is also breakable. However the ramifications of such a break-up may be relatively substantial, financially and psychologically.
