Jogging or any related exercise will take it off of you.

Do at least 40 minutes of cardio. Remember you don't start using body fat until after the first 20 minutes. Losing body fat can be a slow process, and the last little bit seams like it takes forever. Just stay with it. Red meat won't have much to do with it as meat is mostly protein and you need that. But do stay away from sweeteners as they will cause your body to store fat. And don't be totally afraid of carbs, they give you energy.
    Good luck

But how do you gain better abs when theres only a thin layer of fat and while trying to gain mass overall. Seems like one has to take precedence.

First and last question are answered by getting down the overall bodyfat....
guys hold fat unfortunately in the stomach area
thats where it starts being held and where it comes off the last
by eating a good diet and doing enough cardio....and there's your answer
you'll get rid of the spare tire and show off your abs
