  Is this the same material Uganda exports? I know there have been issues with groups who complained these high-tech companies are using "blood minerals."

  No, I think those "blood minerals" are tantalum and cobalt, but not rare earths.

  Rare earth metals are not that rare but they are bitches to extract and purify. So it's still a problem when China limits exports because they have the expertise and facilities needed.
