Unless Brit cell phones are different, the ring you hear when placing a call doesn't come from the receiving phone itself, but rather is generated by the carrier company. That's why you'll also hear a ring if the phone is switched off, though with most US services after 1 ring the call immediately goes to voicemail, if activated, for an inactive phone.
Did his go to voicemail, and did you leave a message? Or did he literally hang up on you as you wrote in your OP?
I'm not a big fan of rude social behavior, either. If the guy felt you didn't meet his expectations then there are more gracious ways to convey that. If someone has gone out of his way to meet me then I'm under obligation to let him know why we won't be meeting again, if that's how things develop.
Not always a pleasant task, but hey, we're grown men, right? Because once you've both agreed to meet someone, you've likewise both committed to certain conventions of civility. And in today's connected world, failure to do so is quickly known throughout the community.
