134 is the general clause.. anyone can be charged with A134 at almost anytime. Not wearing your uniform correctly is in violation of A134. It just depends on who you pissed off.

We have all these "stupid" articles for a reason you know.
I actually walked two guys to DRB today. One didn't show up on time to a muster and the other failed to salute the CO. You kinda knew what you were getting yourself into.

Nothing like that man! I knew exactly what I was getting into, I just didn't know I would be held responsible for the decisions of those under me, even when they are out on libo.

    A134 is the "catchall" article.

Like MNBoy said; if you fall afowl of your CO you can get hit with this; though in practice you might be more likely given an option to be subjected to an Article 15 or some other non-judicial punishment like a
Captain's Mast, resulting in anything ranging from fines to quarters restrictions to additional duty details, and/or a letter of reprimand or letter of admonishment, going into your service jacket, depending upon your service branch and nature of the offense you have been charged with.

EDIT- didn't catch that above part on the first read, sorry...

Absolutely. As an NCO or Petty Officer you are held accountable for your subordinates.

Yah, they actually just made "Bystander Intervention" official. Before it was just OCI or 14/14 extra duty/restriction. If you failed to stop a junior from doing something stupid. Its mastable now. Which is stupid as hell because their is no way anyone is going to listen to me as a freshly froked e-4. So I just stopped going to certain clubs/areas to avoid all that bs.
