It was published in the journal Science. It is not fraudulent. Scientists speculate that it might be made of diamonds.

Basic idea seems to be that the diamond planet is the remant core of a massive star that fused its remaining fuel down the chain through carbon, and was of sufficient mass to condense into this super dense carbon matrix - essentially diamond.

Not sure about the orbit mechanics on why it is so tight in with this particular pulsar.

Arthur C Clark suggested Jupiter's core may be diamond.

Per the Government of the United States...

    Dear Americans,

A fascinating new planetary body was recently discovered by scientists in Australia. Even so, this new planet, which is now the property of the United States of America, shall be our utmost priority. Forget the economy, the wars, the unemployment, Congress, and our general overall woes; the future, dear Americans, is bright and sparkly! And like Marilyn Monroe once said, "Diamonds are a girls best friend!"

    Sincerely,
The Government of the United States
