How does one go about suggesting changes in traffic light patterns?

So there's this terribly long red light (and I mean like 1.5 minutes, since I timed it) at a junction where I moved to, and it's wasting at least 6 minutes of my time every day (since I go at least past that light twice a day). It's like a T where the majority of the traffic is turning from the vertical to the left side of the horizontal and vice versa.
If you go straight on the horizontal part of the T, the long red light is at the junction of the horizontal and vertical sides.

I have a clear view coming from the right side of the T which cars are making the left turn from the vertical. I think it should be treated like a right turn, i.e. it should be allowed for someone to go even with a red light going from east to west on the horizontal road if there are no cars making that left turn.

I can't figure out who to call or write to make that suggestion. Has anybody done something similar before?

Call your local department of public works or local department of transportation.
Or just avoid the intersection. icon_biggrin.gif

Call city hall and they'll direct you to whichever dept.
