I know what you're saying but this one has some teeth behind it and can make make difference
As it stands now they know they might get expelled for what, like a day or two and be back and their hanger on friends and parents know that as well. With this new legislation they won't be back and that turns it into a whole other matter. Since it's usually just one or two pricks in the group who are the real instigators and those hanger ons who just go with the flow and know that if they get expelled too the shits really gonna hit the fan at home with their parents they're less likely to go along with it. We'll see.
I haven't seen what the legisislation says but hopefully it'll put a lot more onus on the schools to be more diligent instead of turning a blind eye which also happens.. especially if there's legal consequences for them not doing anything. Like losing their jobs.
