If that's what they believe, then why are they running for US president?

The latest claim from US Presidential candidate Michele Bachmann needs no editorializing. Her quote is listed below (citation link, too). But first, here's a simple Q&A about US civics:

    Branches of Government Quiz
Q1. Name the three branches of the U.S. Government.
A - Legislative, Executive, and Judicial.

Q2. Who is the head of the executive branch?
A - The President of the United States.

Q3. What group is the head of the judical branch?
    A - The U.S. Supreme Court.

Q4. What legislative body is the head of the legislative branch?
    A - Congress.

Q5. What does "checks and balances" mean?
A - It means that each branch of government limits the powers of the other branches.

    Ms. Bachmann's Viewpoint:
If you look at the original constitution and the founding documents of our country, it was clear that the founders wanted to separate power, they wanted to separate the presidency from the Supreme Court and from the Congress, because they thought that the Congress should be the most powerful of all the people’s voices because the people would have the ability to change out the members of the House every two years, originally the state legislatures would chose the Senators and they would have the state’s interest in mind, and the President was meant to execute the laws that Congress would put into place. The courts had a relatively minor function, it was to take current facts and apply it to the law that Congress had passed.

    Closing Comment:
If that's genuinely her viewpoint, then it's difficult to understand her presidential candidacy. She's already a member of congress.

I'm astounded and unable to avoid editorializing.

Holy Shit! Presidential candidate Newt Gingrich is on the same crazy train.

I'm not fearful about him or his viewpoint. Instead, I'm fearful that an underinformed electorate might begin believing these lies.

Uninformed voters are easily misled. If the lie is told often enough and loudly enough, misinformed citizens may begin believing that congress runs the nation, with POTUS and SCOTUS playing supporting roles.
