    I'm going over his bios and stuff, I really am not getting a clear answer.

    Can someone spoon feed me?

    He believes that government should get out of marriage altogether for both straight and gay. Everyone would be in a "civil union" and whether or not you are "married" would depend on your church or community or how you want to regard yourself.

    He differs from the other top Republicans because they all support amending the Constitution to specifically exclude Same-Sex Marriage. If Paul added his name to that list, it would tarnish the "Constitutionalist" image he has built for himself.

    So, what you get are some unclear statements about "letting the states" decide. But when asked about states recognizing marriages from other states or the Federal Government recognizing marriages for tax and other legal purposes, he gets evasive and confused.
