    I think people like to flatter themselves saying someone is "creepy" when the person might not have been looking at them, but looked like it to them.

    But...following you around? I had that happen a couple of times in college, one guy would somehow find me wherever I was studying and I'd look up and he'd be watching me, and when I saw him, he would giggle and run away. If he were a 5 year old, it might be cute...a grown man? Terrified out of my mind and avoided him.

    But...you could be overeacting and he's just shy.

    You don't owe him a greeting or even have to start talking to him.

    But I've found once you talk to a guy who stares at you a lot, a cat will have his tongue and I've learned...some guys want to watch from a distance and freak out and shut down when you "get too close".

    Guys are weird and I've stopped trying to understand it.

    I'd definitely be on your guard if you are going to try and give him the benefit of the doubt. It is possible you are thinking he is following you when he just happens to be going the same way as you...I know on my college campus I kept seeing the same couple of people everywhere I would go yet we did not have classes together. Hence it was really strange but it sort of makes sense.
    Of course if the guy is without a doubt following you then there could be a very large sense of insecurity there that would probably not be the best thing to deal with.
