You seem to forget that the law does not say "you must purchase this plan from this entity". It simply says you must be ensured and creates a number of new options for those who can't afford private prices.
If you have not entered into a contract with a private insurance company, you will be punished by the Federal government.
In the future:
If you can not provide proof that you have purchased a gun, you will be punished by the Federal government.
If you can not provide proof that you have purchased a GM car, you will be punished by the Federal government.
If you can not provide proof that you have purchased 2 pounds of carrots per week, you will be punished by the Federal government.
