WATCH: Israeli settler shoots at Palestinians while IDF soldiers stand by
B'Tselem releases video of clashes between settlers and Palestinians near Itzhar on Saturday; 24-year-old Palestinian wounded as a result of the shooting.

B'Tselem contacted the police and demanded that they bring the settlers up on assault charges. In addition, the organization contacted the IDF's military police and demanded that an investigation be made into the conduct of the soldiers in the video.

"From the footage of the incident, it seems that the soldiers that were present didn't take any measures to stop the settlers from throwing stones, lighting fires, and firing live rounds at the Palestinians. The soldiers didn't try to get the settlers to leave and in fact stood by them while they threw stones and shot," B'Tselem said.

The IDF Spokesperson said in response that the shooting took place during clashes between settlers of Itzhar and the Palestinian residents of Asira al-Qibliya, in which both sides threw stones. "Upon receiving the report of the incident, security forces arrived at the scene in an effort to separate the sides," the statement said. "There was a shooting during the incident and the matter is being investigated… but on the surface, the video that was released does not seem to represent the whole incident."

This is everday 'business as usual' for Palestinians somewhere in the West Bank, then when they try to defend themselves they are taken to jail for an indefinate detention period, and the IDF Soldiers and the Settlers live freely with no negative results (or very seldomly) for their actions.

There should be no doubt why the international community is coming down on Israel through the EU and the UN, over their atrocious Settlement and Occupation treatment of the Palestinians on their own homeland.

"Saturday's filmed confrontation between the residents of Asira al-Qibliya and the West Bank settlement of Yitzhar is not the first incident in which Israel Defense Forces soldiers witnessed clashes between Palestinians and settlers but did not intervene.

According to the military prosecution, IDF legal officials are handling 15 complaints of IDF soldiers who allegedly stood by without responding as Palestinians were beaten or attacked by settlers. Such complaints generally come from human rights groups such as Yesh Din and B'Tselem.

The first place the army looks when trying to determine the circumstances of an incident is the operation log submitted by field officers. According to the prosecution, in most cases the soldiers reach the site only after a clash between the two sides has begun. In such a case, soldiers are required to restore public order by separating the two sides and distancing them from the area.

From the beginning of the second intifada in September 2000 through December 2011, B'Tselem filed 57 complaints regarding IDF soldiers who allegedly did not prevent violence against Palestinians or their property. The prosecution has told B'Tselem that investigations have been opened so far into only four of those cases, two of which were closed with no action against the soldiers."
