sam harris wrote an amazing, and concise book on just this. its called free will. well worth a read.
in order for us to be responsable for our own thoughts, we would have to censor them. meaning we would have to think about our thoughts before we thought them, obviously impossible, but our actions are a choice. people who do bad things should be contained for the good of society, not punished until the state decides they are good again. this is the basic message of the book, read it, it is great.
