This line of attack is a major component of the Repub's racist Southern Strategy.
Repubs attack Dems for supposedly taking tax dollars from white tax payers and using that money to give welfare checks to minority Americans.

The Repubs have tried over the years to make white voters angry at the thought that their tax dollars were going to welfare checks for lazy minority Americans who didn't work for a living.
The fact is that the racial group that receives the largest portion of welfare assistance is white Americans - but that fact has been ignored by the Repubs.
Pure UGLY racial division.
But it helped elect Nixon in 1968.
Sadly, it's a racist line of attack that still works with older white voters.
And of course with a black president you could count on the desperate amoral Repubs trotting out this ugly racist divisive line of attack - even if they've had to LIE to do it.
The Repubs want to make the white racist base of the Repub party think that a black president is pushing policies that are good for black Americans and bad for whites.
