GuiltyGear, that picture is disgusting.
As for the story, there are people out there just like him all over the place. He's nuts! He needs serious help! Also, so do the residents. I don't understand how people can live their lives like that in fear. Can they really do much about it? If some nutjob wants to hurt somebody, he'll do his utmost to do so and there is not much you can do about it. If he comes at you, defend yourself the best you can. Otherwise, living like that in fear is going to drive YOU nuts.

My grandmother went through horrifying experiences (being beaten, held against her will by her fundamentalist Mormon first husband, constantly harassed when she joined the workforce and when she stood up against her neighborhood when they tried to keep an African American family out of their church) but she rose above it, realized people are greatly flawed and there was nothing she could do about it, and went on with her life.
My mother went through worse boyfriend and husband experiences, some of which I was a young witness to, but has never been able to rise above it. She's constantly depressed and full of hate for men. I was raised that way and had to overcome a lot to get past all of it.
When I was eight (consider the age as it doesn't seem like a big deal now), my mother, brother, and I were walking to our car after leaving a dinner party at a restaurant in Dallas. I walked around to the passenger side of the car only to find a masked man trying to break in. I screamed, the biggest scream I think I've ever let out of this nelly mouth, and he ran past me while hitting me in the head with his crow bar. It still have a scar on my forehead. It was my grandmother that noticed how scarred it had left me emotionally for the rest of that year. She finally sat me down and told me something very important: "Sugar, if you go through life living in fear because some asshole scared the shit out of you, then he's won it - he's stolen your soul. Get a grip and steal it right back. Otherwise, you're a slave...and his sin is your master."
They need to move on and get over it!
