Needing some expert advice from you guys.

    Getting serious about my body, health , and wanting to build strength, and some size, and most of all, get down to a desirable low body fat index.
    Which workout plan should I start out on from this site,.... and are supplements harmful, or are they required to reach my potential ?

    Go pick up a copy of Starting Strength. Basic free weight lifting will help you achieve your goals.

    Supplements aren't necessary. They're convenient when you can't keep up with the nutritional requirements with regular food. So save your money for now, and maybe consider taking protein shakes to start.
