no matter what i seem to do, the diet or exercise, i cant get decent ass muscle, its jsut flab! any suggestions?

I know you said you have tried dieting, but dieting takes time. If you takes those things out and keep them out...you'll lose a lot. I took them out ,and although I'm already pretty lean, I lost the extraneous body fat (everyone has fat to lose), my mood got better, and I had more energy. You just have to stay de-terminated.
And that's my two cents on that...
