What would be some good leg stretching/warm-up exercises to do before going cycling? Lately everytime I go out, my thighs start to really burn and hurt after only a few minutes.

Also, is it better to stretch before or after cycling or maybe both?

First stretching is good both Before and After exercise

in biking you're using your quads alot
    and glut muscles

but it's always good to stretch out the hamstrings too
they are always prone to injury

a quick light stretch before cycling would be a good idea, but don't go too hard / deep if your leg aren't warmed up. Might be an idea to do a quick limbering up before hand (jumps, squats, quick jog, etc JUST to get the blood flowing, so you don't have to do anything too strenuous), then a light stretch, especially on the muscles you know you have a problem with. Also, if your quads/hamstrings/etc do get tight during the ride, why not stop and stretch then? But probably more important would be to spend 10-15 minutes at the end of the activity and stretch then ... long deep stretches as that's the best time to lengthen the muscles.
