Or perhaps your perspective is skewed by confirmation bias? It's entirely plausible that your distaste for tattoos makes you more cognizant of those with tattoos as opposed to those without. The general statistics certainly disagree with your sentiments though...
In the US:
20% of US adults have tattoos with the most-tattooed demographic being those aged 30-39 at 38%.
In a sample of Australian men and women aged 16-64, 14.5% of those admit to ever being tattooed.
Given those statistics, I'd hardly call non-tattooed people "rare".
