Sure it is; just listen to or read the transcript which gives you the context of the creepy wording. She said others are saying kids are SOLELY the parents' responsibility.
Kid not getting enough to eat? Too bad. Kids doing lousy in school? Too bad. Kids getting lost? Too bad. Kids in destitute families? Too bad, their parents should never had had them, which is too late and pointless, but I've heard it many times over the years.
She's talking about sharing the burden a little. Not demanding kids be handed over to some sort of dystopian gov't.
Had she simply said, "It takes a village to raise a child" , a very famous expression now, I doubt this topic would have come up.
