Only this is not quite adding special taxes in targeting a specific group as your little complaint might imply. All it does is remove special privileges--not enjoyed by everyone but--granted in a limited way to organizations which are deemed working towards the public good.
If they fail to continue working towards the public good, then why should the public continue to offer those special privileges?
