I hope *I* get it. Seems the gist is that climate change will cause economic and social upheaval, and will disadvantage some groups more than others. These Members of Congress are trying to identify which groups will be most harmed, and in what ways. They contend that the world's women (not exclusively in the US) are more vulnerable than men to the negative effects of climate change, and have outlined some specific ways in which women in particular could be impacted.
But then if one's mind is ideologically closed to the existence of climate change, or that human activity could be a causative factor, then you don't want to hear about such studies regarding the human consequences, either. And as with climate change, you will be prone to ridiculing and mocking them.
