    The latest IRS scandal is getting worse — and the official watchdog’s report hasn’t even been released yet. Today we learned that the same IRS office that admitted to targeting Tea Party groups for extra scrutiny also released confidential documents from several conservative groups to “independent” (that is, liberal) news organization ProPublica.

    The targeting of conservatives by the IRS started earlier and was more extensive than the IRS acknowledged last week, according to a draft IRS inspector general report obtained by ABC News.

    As we reported on “Good Morning America” this morning, the IRS began targeting “Tea Party or similar organizations” in March 2010. That was when the Cincinnati-based IRS unit responsible for overseeing the applications for tax exempt status starting using the phrases “Tea Party,” “patriots” and “9/12″ to search for applications warranting greater scrutiny.

    During this first phase, 10 Tea Party cases were identified. By April of 2010, 18 Tea Party organizations were targeted, including three that had already been approved for tax-exempt status.

    Turner, a member of the House Oversight and Government Reform Committee, said news about the IRS is an example of abuse of government power.

    The same Internal Revenue Service office that singled out Tea Party groups for extra scrutiny also challenged Israel-related organizations, at least one of which filed suit over the agency’s handling of its application for tax-exempt status. The trouble for the Israel-focused groups seems to have had different origins than that experienced by conservative groups, but at times the effort seems to have been equally ham-handed. . . . Legal filings show that the problems for Z Street — and apparently for other Israel-related groups — stemmed from an obscure unit in the Cincinnati IRS office: the ‘Touch and Go Group.

    On Monday, the IRS said Miller was first informed on May, 3, 2012, that applications for tax-exempt status by tea party groups were inappropriately singled out for extra scrutiny. Congress, though, was not told tea party groups were being inappropriately targeted, even after Miller had been briefed on the matter.

    At least twice after the briefing, Miller wrote letters to members of Congress to explain the process of reviewing applications for tax-exempt status without disclosing that tea party groups had been targeted. On July 25, 2012, Miller testified before the House Ways and Means oversight subcommittee, but again did not mention the additional scrutiny — despite being asked about it.

    At the hearing, Rep. Kenny Marchant, R-Texas, told Miller that some politically active tax-exempt groups in his district had complained about being harassed. Marchant did not explicitly ask if tea party groups were being targeted. But he did ask how applications were handled.

    Miller responded, "We did group those organizations together to ensure consistency, to ensure quality. We continue to work those cases," according to a transcript on the committee's website.

    A federal watchdog’s upcoming report says senior Internal Revenue Service officials knew agents were targeting tea party groups in 2011.

    The disclosure contradicts public statements by former IRS Commissioner Douglas Shulman, who repeatedly assured Congress that conservative groups were not targeted.

    On Friday, the IRS apologized for what it acknowledged was “inappropriate” targeting of conservative political groups during the 2012 election to see if those groups were violating their tax-exempt status.

    The Treasury’s inspector general for tax administration is expected to release the results of a nearly yearlong investigation in the coming week.

    The Associated Press obtained part of the draft report.

    That report says the head of the IRS division that oversees tax-exempt groups learned that groups were being targeted in June 2011. It does not say whether Shulman was notified.

    Now, maybe 501(c) organizations are a big scam and don’t promote social welfare and we should get rid of them, as I’ve seen some columnists complain. But this doesn’t actually seem like the right time to have that conversation. Rather, it seems like a distraction from the fact that IRS employees decided that groups that advocated for smaller government were somehow specially untrustworthy, and acted on this opinion by singling them out for extra bureaucratic hassles. This is hugely disturbing, and right now our focus should be on making sure it doesn’t happen again, not reforming the laws governing tax-exempt organizations.

    “There’s no way in the world I’m going to defend that. Hell, I spent my youth vilifying the Nixon administration for doing the same thing. If they did that, there should be hell to pay,” U.S. Rep. Michael E. Capuano (D-Somerville) said about the IRS scandal. “Not only is it bad government and bad to society, it is horrendous politics. The worst thing you can do is give your opponent an easy hammer with which to hit you.”

    “It doesn’t seem to be a couple rogue employees. This appeared to be a systemic issue,” said U.S. Rep. Stephen F. Lynch (D-South Boston), who wants to investigate the matter as a member of the Committee on Oversight and Government Reform. The committee already has scheduled a hearing on the issue for this week, Lynch said, adding, “No American should find themselves the target of the IRS or any other federal organization because of their political beliefs.”

According to the lawyers, the practice was more vast and included IRS officials in Washington, D.C. David French, Senior Counsel of the American Center for Law and Justice (ACLJ), which represents 27 Tea Party groups, told The Daily Caller that the IRS’ Cincinnati office was not the only unit targeting tea party and conservative groups for increased scrutiny. ’We’ve dealt with two offices in California, the one in Cincinnati of course, and one in Washington, D.C. So when that story came out on Friday, we knew instantaneously it was false, because we had personal dealings with four different IRS offices from coast to coast and that was in connection with our representing 27 Tea Party groups and conservative groups in 19 states,’ French said, adding that the two California offices were located in Laguna Niguel and El Monte.

    This looks bad to me if now Obama got both the terrorist in Libya scandal and the IRS scandal going at the same time. But nobody "important" gonna get fired or lose their job cuz when you work in the govt you get away with stuff.

    Oh and I forgot also the Boston terrorists where the Russians warned Obama about those guys.

    The IRS scandal was entirely new, and at first blush bad enough to drive the Benghazi story out of the headlines. Lois Lerner admitted that her IRS unit overseeing tax-exempt groups had expressly targeted groups with words like "Tea Party," "Patriot," and "9/12" in their names for extra scrutiny. Lerner claimed that this took place only last year among "low-level workers" in the Cincinnati office that handles those applications. Over the weekend, though, it became clear that Lerner left a lot of other information out.

    As leaks from an upcoming Inspector General report began on Saturday and rolled through today, a much different picture emerged. The enhanced scrutiny wasn't applied only on the basis of word searches, but also to any groups critical of the way government was being run. The extra scrutiny didn't start in June 2012, as Lerner claimed, but in March 2010 — before the midterms, when Tea Party groups campaigned in opposition to the ObamaCare bill that passed (coincidentally?) in that same month.

    Managers from two different units began coordinating those efforts as early as April 2010. Lerner had learned of it in 2011, not just recently, as her apology implied. So had the chief counsel of the IRS, seven months before then-IRS Commissioner Douglas Shulman testified in two different House hearings that no such special scrutiny was being applied. The current commissioner, Steve Miller, found out in May 2012 — but Miller failed to mention it to Congress in testimony given the following month. The activist watchdog site ProPublica announced late Monday that the IRS leaked nine of the applications — which were supposed to be kept confidential — to their reporters late in 2012. All nine files were from conservative groups.

    As bad as that was, the IRS scandal wasn't even the worst news for Obama.

That along with the IRS have really gotten traction on both sides of the aisle, so expect with more whistleblowers the Benghazi scandal will get even more traction.
