    This is terrible and my thoughts are with the victim, his family and friends.

    It is important, however, to keep a sense of proportion. If it turns out this was a terrorist attack, it would be the first terrorist murder on the British soil in almost 8 years. It is a testament to the effectiveness of our counter-terrorism measures that this is the 'best', in terms of a terrorist attack, our enemies can manage to inflict these days. Both in the UK and US, terrorists are finding it increasingly difficult to pull off any sort of 'spectacular' and are having to resort to these rather pathetic attacks by unhinged radicalised individuals.

    In the words of that now famous notice, London will keep calm and carry on.

    There is no "War on terrorism", or at least against anything but a completely moronic enemy. The entire world of resources of the nato allies could barely defeat me let alone an organized enemy. Given less than my life savings I could conquer ontario for months, and pretty much strangle the entire greatlakes states and eastern seaboard. Im not a terrorist, but Canada and the US are hopelessly vulnerable. The thing is you wouldnt even know you were being conquered before it was too late. I wouldnt even have to kill anyone to win, you wouldnt even know what was happening. The media would be leveraged to cause outsized panic until the actual attack chain would be discovered. A nice snowstorm in february would be an awesome day to begin the actual procedings for maximum damages.

    step 1:

    get rid of the cleanup crew. eliminate the cement sources.

    Due to economics, this particular industry is so highly efficient, it is completely dependent on super-vulnerable, large scale plants that take forever to build and or repair. They are also completely security free.
    You drive up with your choice of explosive ( say a hijacked gasoline tanker truck that you can steal any morning at any gasoline station. I would suggest stealing 4 or 5 in and a few days around the country and laying low a few months,a few hookers to distract lonely boys at a truckstop makes it pretty much a joke to accomplish). Luckily, economics has also determined that you can count on both hands the number of targets in all of eastern seaboard. All run at capacity so loss of any is immediate disaster. Boom. Email reports of a dust explosion from a "whistle blower" fog the report for days. Once lost you can no longer repair ANYTHING requiring cement. Huge layoff histories, 80% foreign ownership, and many disgruntled employees to blame.

    step 2:

    40% of all canada USA trade travels one single bridge. You light the fuse, run back to Canada and the tanker truck blows. Downtime is months. Repairs complicated by lack of cement access. Trade switches to boats...

    Step 3:

    Unfortunately niagara falls is a bit of a barrier sailing the great lakes...so all the great lakes states go around it in Welland Ontario. Welcome to lock 7. Note the parking lot beside it? Yeah...sorry about that. I bet those doors are really hard to fix, and really fragile. Still have a tanker truck...remember to jump out before it plummets in one night. (remember you have no cement)

    now for the trucking industry. Did you know that almost all great lakes states use gasoline from one single line feed. 9A sarnia?

    step 5:

    if that didnt scare you enough...the end of civilization comes when the proposed lone terrorist gets on his snowmobile with his handy 17 millimetre wrench and picks a few of the tens of thousands of electrical pylons around ontario and pushes over a few of the back country meccano toy towers to leave you without power, food, internet, hospitals, traffic control, money, employment, or heat etc. With only a handful of sou rces, and infinite back country lines to attack indefinitely, with absolutely no chance of being stopped, suddenly, one guy with a small bank account makes the whole eastern seaboard surrender and probably a 10% kill ratio in toronto at least.

    war on terror my butt. trillions wasted, and an enemy that isnt even smarter than a 5th grader. Remember that the next time you vote, and the next time they confiscate your water bottle at the airport...while letting a guy in the back of a pickup truck fly a 30$ toy airplane into the engine at take off from the parking lot taking it out. The illusion of security is quite a joke. If there were a real enemy you would all be dead by now.

    I cannot speak for Canada, but there are certainly sensible intelligence and physical security measures in place to protect potential infrastructure targets (e.g. gas, drinking water, power plants and the food supply) in the UK.

    It is no secret that organisations such as Al-Qaeda are still fixated on bringing down commercial passenger aircraft and targeting iconic buildings and places, because of the dramatic mass casualty and fear effects such attacks have. I think it safe to say such terrorists groups are less interested in attacking economically significant but nonetheless humdrum industrial facilities of the kinds you mention.

    The Conservative government imposed a broadcasting ban on politicians from Sinn Fein (i.e. the Provisional IRA) in 1988, when that organisation was busy murdering UK soldiers (and civilians and police officers). Broadcasters got around it by simply dubbing an actor's voice over the politician's. If it didn't work then, it wouldn't work now.
