    It's not clear to me how an ABA vote will "end the use" of the defense.

    The ABA is a voluntary organization, you don't have to join to be a lawyer (for that all you need is to be licensed by a state). And they take all kinds of political positions that some members disagree with.

    This is nice and may help long term, but I don't see how it's going to keep anyone from asserting it when they believe it's in their client's best interests.

    It won't "end the use" of it. It was a resolution to ask that laws be enacted and/or amended to eliminate its validity as a defense.

    "Panic defense" bill sent to California Gov. Jerry Brown

    "The so-called "panic defense" bill, AB 2501, passed the California Assembly on Wednesday by a bipartisan vote of 58-14.

    The bill is now on the desk of Gov. Jerry Brown, who is expected to sign it into law.

    AB 2501 would prohibit the use of the “panic defense” to support a finding of sudden quarrel or heat of passion, which is necessary to reduce a charge of murder to manslaughter. The groundbreaking bill is the first of its kind in the nation.

    The legislation marks the 100th piece of legislation sponsored by Equality California that has been passed by lawmakers and continues California's steady march toward granting full equality to all residents of the Golden State."
