Strengthening legs WITHOUT adding mass/volume?

My legs are big enough naturally, but not only the muscles are big, but that's also where my fat stores are (especially upper rear thighs). If i train my legs, they get huge, cant fit on any of my pants, and almost no brand out there works for me (And Im not going pleated). But if i don't train them i feel less energetic throughout the day (i work on my feet), and they just look kinda flabby. Right now my thighs are 25 inches, and i haven't been doing any leg training at all since late winter. I have done cardio occasionally.

My online research points at doing 80-90% RM weight and low reps for power and strength without adding mass; but the suggested exercises include squats and leg presses, which i know make my legs bulk just by the thought of it. I think that legs exercises that focus on the hip/glutes area would work best for me, with a solid cardio routine.

Any advise on specific moves or routines for my conundrum would be greatly, greatly appreciated!

I think jogging would be a good Excercise for that.

Split Squats and lunges is what you need to do.

u can try doing legs only once a week and do not lift as heavy as you normally would. try keeping the rep count to 12 reps.
