    generally speaking, yes!
    To be precise...it depends on the person.

    Can a hungry man resist his temptations and chooses to eat a healthy but flavorless food over an unhealthy but delicious meal when they both are put side by side in-front of him to choose? If yes, then his mind is stronger than body.
    Our animal instincts makes our mind weaker and forces it to listen to the demands of the body like food, sex, money, power, etc.
    Our mind unlike other animal species has the power to resist these temptations, but very few makes use of this power.

    My sports trainer said the aim is to reach a stage of organicness, so you are almost moving like the natural way an animal does, such as a bird taking off in flight, so I always aim for body over mind, not the other way around!

    If the question implies one is not the other, all bets are off.

    If the mind deteriorates, the body will follow. Yet if the body deteriorates, the mind might stay strong as least for as long as the body can sustain it. By that the mind seems stronger.

    If the mind is generated by the body and dependent upon it, then no matter how weak is the body it is strong enough to sustain mind even while it fails to thrive itself and so then the mind thinking itself stronger is delusional.
