Using the tobacco lawsuits as their examples, one could imagine a national trust fund to "fight" the spread of homosexuality, and to aid in the treatment of those "afflicted" with the condition, to help them "break the habit", and also to ban pro-gay "advertisements" & media coverage.
This could be paid for with public funds, though in the case of tobacco I believe much of it comes from tobacco product taxes, and past settlements against tobacco companies. I'm not sure where the revenue source here would be, since most gay organizations are not-for-profit. Perhaps the trust fund would be established with general revenues.
