You are extremely uninformed and confused. Let me try and break this out for you:
1) The individual mandate
has kicked in. It was NOT delayed 1 year. People who purchase their insurance as individual policies have received cancellation notices. That is the 5% number to which you refer.
2) The employer mandate
was give a 1 year delay by King Obama, a clear violation of the Constitution as the President can't rewrite a law. Anyway, due to the timing of the 1 year delay, and the requirement that insurance companies provide 90 days notice of any policy changes or cancellations, that means that up to 100 million Americans - those that are covered by their employer
- will be receiving their cancellation notices starting on October 1, 2014.
