That's kind of anachronistic. The specific sociopolitical factors that gave rise to Hitler can't be replicated today.
That's quibbling over details. Milosevich, then? Edi Amin? Joseph Kony? Charles Manson? John gacy?
You can't replicate any, but some have much more complex and specific conditions that gave rise to them. Another Manson? More likely than a Hitler, but more difficult than the original Manson given the hyper-connectivity of our world now. Another Hitler would just never happen. The same way we'll never have another Beatles, we just don't live in a world now that would foster a group's success on that scale or longevity.
