    'Religion' in its strict meaning defines anyone who follows certain rules/ideas/principles/culture etc.

    From this perspective...Buddhism is a religion because it has its own ideas, principles, doctrines etc.

    We should bare in mind that Religion is different from spirituality and Buddhism is Agnostic...it welcomes everyone whether you're a believer or not a believer....What you(or any person from any religion or atheist) need is a strong desire to purify your thoughts and actions(spirituality); And Religion(any religion) is a great medium to attain enlightenment if one knows or learns how to follow its core principles and can separate truth from falsehood.

    If you want to follow only an atheist religion...you can have a look into 'Jainism' which is atheist, but also one of the strictest, hardest and perhaps the most self-disciplined/self-restrictive religion I can think of.
