If it's a matter of record, then they should never be changed. Having a birth certificate that does not represent reality is useless. If the person changes their name, people won't know who the person is when they had a different name. They can change their name, just not on the birth certificate.

More bullying from Gov. Christie ... what a surprise!
This is part of the Republican hate campaign against minorities, and it is shameful. Republicans are realizing they have lost their decades-long war against Gay people and are moving on to their next target -- vulnerable trans Americans.
Republicans realize their policies are toxic and Americans hate their candidates, so their only hope to hold onto power is to demonize unpopular minorities.

No one is talking about changing birth records, which the government keeps as a literal record of the time of birth, sex, weight, etc.
Birth CERTIFICATES are changed routinely to reflect adoption, legal name changes, etc. because a birth CERTIFICATE is used later in life as a legal form of ID.

I am glad to see anti-gay bully Christie's career going down in flames.
Just today, the Feds launched another investigation into why he spend huge sums of Hurricane Sandy aid on tv commercials for himself.
But I'm sure he had no knowledge of this either, right? icon_rolleyes.gificon_rolleyes.gif

Republicans feel like they've "won" something when they figure out a way to make a minority person's life more difficult or painful.

If you want to believe that and deliberately hate people for no justifiable reason, then you can keep doing that.

You'll just be a very unhappy person and it's all because of your own doing.
