When you measure your Hips, where do you put the tape measure? across the largest part of your Glutes? Reason is, I wear Kilts. and I put one one of mine today that I havent worn in about 6-8 months and I noticed that i Didnt need to wear a belt this time as compared to several months ago. Normally the Kilt would sit low on my hips like sagger, etc. I have been doing more glute/ leg exercizes at gym and was wondering if its just muscle getting bigger or am I getting fat.. LOL. I still wear small size brief underwear and my overall weight hasnt changed much. It stays around 150-155. and im 6-4.

You don't measure pants across your glutes. Not unless you're a hood rat that sags his pants.

Pants are measured by the waist. Which is kinda strange, because technically the measurement is taken at/above the hip bone (above your glutes), and below your belly button.

That's how I measure hips, around the glutes. That won't tell you much about your pants size though, you've got to measure your waist right at the bend to get accurate sizing for pants or kilts.
