DADT was a better arrangement than the existing total criminalization of gays in the military. I know, because most of my own military service was pre-DADT. If you were gay you could go to Leavenworth prison, or at best get a dishonorable discharge. And please don't tell us about how you know better because of your imaginary US husband.
Clinton DID want to allow gays to serve openly. Strong opposition from the Pentagon and Congressional intransigence doomed the move. So Clinton devised an end-run around Congress, with DADT by Executive Order.
Being gay in the military was still illegal, because Congress wouldn't change the underlying law (which no President can do on his own), but the military couldn't ask the question, by direction of the Commander in Chief. As long as you weren't discovered to be gay, nobody could touch you. A half-assed solution, but the best Clinton could manage against strong homophobic Republican Congressional opposition, which continues to this day. Along with, quite honestly, a fair number of Democrats at that time.
So that DADT was better for gays than what we had before, which was a total criminal ban against gays. But that interim step had to go, and it was Obama and Congressional Democrats who did it. Please get your (usually mistaken) US history correct for once.
