    Depends on your beliefs. For traditionally believing Christians for example, that's perfectly normal, coz of the whole "wait until marriage" thing. For a pair of non-religious individuals, I'd say it's fairly unusual.

    As already mentioned, it's unusual. He may also be asexual, which brings a lot of grief because partners assume that something is wrong (either with themselves and/or him)

    In that case, it's not normal at all. Without something like a religion or him explicitly stating that he'd rather wait until marriage to have sex or being asexual, the only logical conclusion is that he's just not into the other guy.
