I wasn't aware it was a matter that could be addressed by Parliament. In Australia, the decision ultimately lies with the blood collector, i.e. The Australian Red Cross.

Oh wait, hang on, I found the relevant literature, if anyone wants to have a read.

Parliament could create a law making it unlawful to discriminate against blood donors on the grounds of sexual orientation, which is essentially what the current policy is doing.

Try to ignore the dazzle from Mr Fabricant's platinum blond wig and listen to his wise words:
“There is no logic when a straight man who is screwing around with a different girl every night can give blood while a monogamous gay man in a stable relationship has to be celibate for 12 months before he is allowed to do so. Of course, the safety of patients and of donors must be paramount, but this whole issue needs to be looked at again. With a shortage of donors of specific blood groups, it is becoming urgent.”

I don't think this is desperate vote grabbing, I think he believes in it. If it was vote grabbing he'd be pushing for a UKIP style policy.
