    No, for some people it doesn't. Especially for people who are only just coming into their sexuality and may not know exactly what they're getting into. Sex isn't supposed to be scary, but you can't just assume that everyone knows how best to protect themselves. Many new cases of STDs are young people who either didn't know about or fully appreciate the the gravity of the consequences of taking unnecessary risks.
