I do a lot of upper pec work with incline presses (bar and dumbbell) and incline flys. I also do a shoulder day with Arnolds and a combination move that raises a db in front, then over to the side, then down, and again in reverse. Shoulder presses. But I can't seem to get any growth in the Teres Major and Minor that fills in the upper chest. Anybody got anything good to work these two muscles?

Teres major and teres minor are muscles in the rotator cuff on your posterior side. You've got pectoralis major and minor up front. Incline movements put more stress on the sternocostal attachment of the pec major and that's what you're targeting to build. You're doing the right thing by focusing on the incline movements. Have you tried more frequency? maybe training chest twice a week? adding more volume?
