None of this is really news. This has been in the making for over a decade - longer than there's been a nationwide movement for gay marriage.
All you have to do to know these things before they become headlines is listen to the christian fundamentalists and read about what they're up to.
While Metta posted about state efforts to ban anti-discrimination ordinances in cities he hasn't traced it back to it's roots and "umbrella" name.
They call it "Positive Discrimination" and have tested it in courts in a wide variety of forms in many different states. Basically Positive Discrimination has been upheld in courts more than it has been rejected because it seemed relatively harmless.
First there were lawsuits to allow them to discriminate on the basis of religion in hiring employees in church administered businesses like child care centers, homeless shelters, food banks, thrift shops, and naturally at churches themselves.
Second came the push for something called "faith based initiatives" which expanded church tax breaks to a wide variety of "businesses based on their apparent purposes. Restaurants qualified for this if they hired homeless, work release inmates, drug addicts or single mothers (all required to be active in approved religious activities in order to keep their jobs) Many public mental health professionals jumped on faith based initiatives to begin accredited psychological counseling services in which those with church affiliations were (and still are) given reduced rates and non-religious clients were pressured to attend churches and join in prayer during counseling.
They've also gotten by discriminating on the basis of religion in business. They can and do contract for services with other faith based initiatives like builders, janitorial services, and even accountants regardless of the costs because as faith based initiatives they get to write off expense like that in ways regular businesses cannot.
To show you just how insidious this all is most of these faith based initiatives have been started in larger cities within the largest non-white minority with well known history of discrimination and hate for LGBT people.
Got that? unbelievable huh? Hold on. It gets worse.
Then under the disguise of saving neighborhoods churches using faith based initiatives starting buying up crime ridden apartment complexes, fixing them up and... (are you ready?) discriminating on housing based on religion. So the very people who made gains under the civil rights movement in the USA have been lured by easy money through all the goddamned tax breaks and government grants and the fact that they can make more money working faith based initiatives than in the real market.
The concept of faith based initiatives started with white conservative fundamentalists who are the people who are responsible for every damned nasty thing the Republicans have come up with since the mid 1990s. It's not the Republicans fault any more than it is the Democrats. Both parties supported it in 2003 when George Bush proposed funding it.
The bottom line on it is that while white christian fundamentalists are using "Positive Discrimination" principles to assert their religious beliefs in the lives of gays, PD policies will never be outlawed because (are you ready for it?) it would lead to cries of racism since most of the people profiting from PD's faith based initiatives are black.
And it's e-n-o-r-m-o-u-s. There's a large termite and pest control multi-state company that became a faith based initiative, requiring prayer and church attendance of employees. There are contractors roofers, landscapers, lawn services, and small factories. They compete on the free market with businesses that do not get government grants and tax breaks for consumer dollars and the "incentives" they receives for hiring selected types of employees... migrants, legal and illegal, work release felons and those on parole...
The Values Voters Summit was behind the Arizona anti-gay bill as well as all other anti-gay legislation before and since. Each of them is testing the legal system and pushing for one inch at a time.
But it' not just the Values Voters Summit. There's a list a mile long.
