Here in the USA, we have Federal, state and local levels of government. The President of the United States (Federal government) has no say in how government at the state and local levels decide to spend funds that they collect from their jurisdictions.

It's not true that the federal government has no say in how local and state governments spend money. National (federal) law supersedes local laws. It says so in Article Six, Clause 2 of the US Constitution. You know...the document that you right-wingers claim to be so well-versed on.
And when a state or local jurisdiction wants federal funding for something...or if they're asking the federal government to make exceptions in government bonds regulations to give the NFL special treatment, the federal government has the right to say "no".4.
