This represents a 40 percent decline from 2009, which saw 916 new cases. In 2009, officials had claimed the city had rates that were “higher than West Africa.”

The mayor, announced a series of goals for the city to achieve by 2020: “for 90 percent of residents with HIV to know their status; for 90 percent of those infected to be in treatment; for 90 percent of those infected to achieve viral load suppression; and for the District to see a 50 percent decrease in new cases.”

Nation's Capitol to Test New HIV Prevention Strategy

The model, says Anthony Fauci, director of the National Institute of Allergy and Infectious Diseases, is based on the observation that, "When you follow couples—one who's infected, the other who's not—the probability of infection diminishes when the viral load is very low," as when drugs have been administered. So, the study intends to get infected individuals' viral loads down to levels where they cannot infect their sexual partners#8212;even in the absence of a condom. "The philosophy," Fauci says, "is if you test everybody, and treat everybody who has HIV, you could use treatment as prevention."

    Congratulations to DC!

The bit about higher rates than West Africa is a bit of ignorant hyperbole though. West Africa has very low rates. Everyone thinks all of Africa is riddled with HIV when it's Eastern and Southern Africa that have rates they make documentaries about.

I caught that too, I started typing "Sub-Saharan", but I just quoted the article instead.

HIV is down in DC, NYC, San Francisco, Boston, Vancouver....cities with an aggressive HIV program of TasP and PrEP.

Austin TX just instituted a free PrEP program.
