This might not answer your question but it is very relative..
I literally was just reading an article in Men's Fitness on this last night and they suggested, which I agree, that it's better to stay fit year round versus bulking and cutting.
It's just way more healthy and beneficial. When you cut you lose a lot of muscle and strength that you worked hard for and it's not as healthy. Here's another article on it http://www.bodybuilding.com/fun/eating_made_simple.htm
Some key notes from the article... If you really want to gain, 500 extra calories a day for over a week nets you 1lb of growth. 1000 extra calories a day gets you 2lbs of growth in a week. Anything more is considered too much too fast.
By adding size like this you put on lean muscle and never have to worry about cutting. Leave that to the 'go-hards' and professional competitors.
I'm currenly adding size like this myself and I walk around at 6-7% body fat plus still gaining size.
But to answer your question specifically... you can cut and bulk whenever you want! Most guys that really do that do it for NPC shows. so start whenever you're ready and just use that formula 500 extra calories a day gets you 1lb a week. Cutting is the same eat 500 less calories a day you will lose 1lb a week
